The head of the agency for asset search and management Elena Duma should take on moral responsibility and resign in case of confirmation of information that her subordinates received fictitious disability certificates, but there are doubts that she will do so. This opinion was expressed in an exclusive comment to UNN by security expert Sergey Shabovta.
The head of the ARMA will never do this (will not resign – ed.), this is 100%. I should have, but I won't do it. Here it is also interesting what the investigation will reveal – whether there was participation of the manager, assistance in obtaining these certificates, or not. So far, this is her moral responsibility, and it is not inherent in any leader in Ukraine, and the head of the ARMA, too. I am afraid that they will finish the job and punish the perpetrators if they find them. Because there is a high probability that the case will simply be hushed up
In his opinion, ARMA is "a tool created by the state to commit crimes, under the guise of allegedly legitimate actions."
Shabovta noted that such incidents demonstrate weak control on the part of the norm's management, and confidence in this body has remained low since its creation.
"There has been no trust in Arma since the beginning of its creation and all the years of its existence. It won't get any worse, because it won't get any better," the expert believes.

On October 25, the national police opened criminal proceedings on the facts of official forgery and abuse of office. According to investigators, employees of medical and social expert commissions (MSEC), in order to obtain illegal benefits and abuse their official position, organized the issuance of deliberately forged documents on the presence of disability to ARMA officials. This allows the latter to receive a deferral from serving in the Armed Forces of Ukraine and pension payments.
Police are currently checking five agency officials. As it became known UNN from its own sources, among them is the adviser to the chairman of the ARMA Alexander Danilkovich.
Thus, ARMA actually took over the "disability marathon" from prosecutors.
The scandal with disabled prosecutors led to the resignation of Andrey Kostin from the post of Prosecutor General. It would seem that the lessons of this scandal should have been a warning to other government agencies. However, the situation in Arma demonstrates that the problem of corruption is far from being overcome.
