Bureaucracy should not stop justice - Prosecutor General Kravchenko on the launch of the Special Tribunal

Ruslan Kravchenko called for the creation of an effective Special Tribunal to punish the leadership of the Russian Federation. More than 256,000 crimes of aggression against Ukraine have been recorded.

Russian criminals must be punished - bureaucracy must not stop justice. This was stated by the Prosecutor General of Ukraine Ruslan Kravchenko at the ministerial meeting of the Dialogue Group within the framework of the international conference "United for Justice" held in Kyiv, reports UNN.

The Prosecutor General noted the participation of partners in the work on restoring justice.

"We are all working together. We are all working very hard for a common goal - to restore justice for the victims and punish the criminals for all crimes. Currently, more than 256,000 crimes related to the aggression of the Russian Federation have been recorded. Russian criminals kill: they kill civilians, children, the innocent. They attack and destroy hospitals, schools, infrastructure. This is not an accident - Russia wants this,"

- the Prosecutor General stated during his speech.

He emphasized that Ukraine already has results within the framework of prosecuting Russians under Ukrainian law.

"And the whole world is helping and supporting us. Today, twenty partners from different countries are with us. This is a powerful signal - no borders will protect from justice. For this, we also have excellent cooperation with the International Criminal Court," Kravchenko stated.

The Prosecutor General emphasized the importance of creating a Special Tribunal for the crime of aggression against Ukraine, while noting that this mechanism must become truly operational.

"And it is very important that we have a Special Tribunal on aggression. But it must truly work. And we all need it. We needed it yesterday. A Russian criminal, whether a soldier, a general, a deputy, or a high-ranking official - everyone must stand trial. Bureaucracy should not stop justice

As a reminder

The Special Tribunal for the crime of aggression against Ukraine is an international mechanism designed to hold the top political and military leadership of Russia accountable specifically for the criminal decision to launch and wage an aggressive war against Ukraine. 

The main legal stage of work on the tribunal has been completed. 25 countries have already joined the agreement on the special tribunal.

Since February 2026, an advance group has begun working in The Hague and Strasbourg, preparing the organizational launch of the tribunal. Its work involves resolving all issues preceding the creation of the steering committee that will elect judges and prosecutors.

On May 14-15 in Chisinau, the Council of Europe is expected to take the next step toward launching the Special Tribunal and conclude an agreement on its steering committee.
