President of Ukraine Volodymyr Zelenskyy has instructed to create special support measures for the border cities of Sumy and Chernihiv. In particular, special tax conditions, similar to those introduced in Kharkiv. Zelensky said this during a speech in parliament, UNN reports.
The next point of the Resilience Plan is "Communities". The resilience of our entire country should be based on the maximum efficiency of community management. People should feel that the community is for them. We have created a special institution to take into account the interests of each community when making state decisions - the Congress of Local and Regional Authorities. The Congress allows each community to be heard by each state institution. Now, in times of war, frontline communities and communities bordering Russia need special support. We have applied special support measures to our Kharkiv in the face of constant Russian terror to keep the city alive. This includes special tax conditions in Kharkiv. And it has proved to be useful. I instruct you to develop similar conditions for other border cities - for the centers of attraction in eastern Ukraine, for Sumy, for Chernihiv. We must not forget about our communities that are now on the temporarily occupied territory
He emphasized that the communities that have received the most IDPs need special solutions to ensure greater internal integration of people.
There is a disproportion in community income due to the relocation of businesses and distance from the frontline. These are just a few reasons why there should be special principles for our interaction with communities in wartime. All of this will be reflected in the appendix At the community level, the international component of our work will be constantly increasing - work with communities in partner countries, as well as with countries that have taken patronage of a particular region or city and are engaged in its reconstruction. There should be as many such ties, such twinning as possible. And the more content they have, as in the cooperation, for example, between Denmark and Mykolaiv region, the stronger our entire state will be. And this is the task of the Ministry of Foreign Affairs of Ukraine and the government as a whole - to support and direct international work at the community level. Cooperation between communities in Ukraine should also increase based on the "side by side" principle.
