Ukraine is working to stabilize mobile communications during blackouts

The Ukrainian government is taking measures to ensure stable mobile communications during power outages. By January 2025, all base stations must be equipped with an autonomous backup power supply.

Deputy Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation Mykhailo Fedorov has announced measures to stabilize mobile communications during blackouts. This decision was a response to Russia's constant attacks on Ukraine's energy infrastructure, which have been going on for more than two years, UNN reports .

“Ukrainians should be able to call an ambulance or the police, write to their families or receive air raid alerts even during blackouts. The President has set a task to stabilize the situation with mobile communications and the Internet during blackouts,” said Fedorov.

To achieve this goal, the National Center for Operational and Technical Management of Electronic Communications Networks of Ukraine (NCCU) issued an order for mobile operators. According to it, by October 1, 2024, at least 60% of base stations must be provided with autonomous backup power. By November 1, this figure should increase to 70%, by December 1 - to 80%, and by the end of January 2025 - to 100%.

Key events and deadlines:

By September 1, 2024, all mobile operator networks must be connected to generators with a fuel reserve or equipped with batteries to operate for 72 hours.

By December 1, 2024, at least 25% of the operators' networks must be equipped with generators and operate during power outages, while the rest of the networks must operate for at least 10 hours on rechargeable batteries.

Mobile operators will report to the NCC on a quarterly basis, and the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCCS) will check the implementation of these measures.

Additional measures to support operators:

Adoption of Resolution No. 352, which allows operators to submit applications to Oblenergos to modernize the networks leading to base stations in order to charge batteries faster.

Approval of the list of facilities that must have uninterrupted power supply to be submitted to Oblenergo.

Reservations for employees of maintenance crews with military service.

The Parliament also passed a law abolishing customs duties and VAT on imports of batteries and generators. In the future, users will be able to report communication problems in the Diia app even when offline, and this information will be automatically transferred when the connection is restored.

These measures are aimed at ensuring stable communication for Ukrainians even in the difficult conditions created by hostile attacks.
