The Ministry of Defense of Ukraine reported on the results of the internal audit of the tender with a price of 351 hryvnia for one cover of the personal file folder and stated that a comprehensive audit is ongoing, UNN reports.
The Internal Audit Service of the Ministry of Defense checked the actions of officials regarding the tender with a price of 351 hryvnia for one cover of a personal file folder. The audit found that four months before the tender, the Personnel Center of the Armed Forces proposed to amend the technical specification of the covers, which resulted in the price of 351 hryvnias per piece in the application of the Logistics Forces Command
It is reported that after the announcement of the start of the auction, only one price offer was received from manufacturers for the first lot, which was equal to the expected cost. The offer was submitted by the manufacturer, Kyiv Polygraphic Factory ZORYA PrJSC.
"After that, the Ministry of Defense found out that there were cheaper offers on the market - for example, similar samples of folders at a price of 140 to 325 hryvnias. The auditors purchased a sample of such goods from an individual entrepreneur at a price of UAH 120, which is a promotional price from the basic UAH 140 (it is not known whether this seller can meet the quantity requirement of the tender, which includes 4 lots with a total of 58 thousand units). The audit also found that the changes proposed by the Personnel Center of the Armed Forces of Ukraine regarding the technical parameters of the covers were provided without justification," the report says.
The Defense Ministry stated that the responsible persons of the Resource Support Department of the Ministry of Defense did not sign the contract for this tender.
Taking this into account, the Internal Audit Service of the Ministry of Defense suggested that the Personnel Center of the Armed Forces make changes that would reduce the cost of the goods and increase the number of bidders.

"The main efforts of the Ministry of Defense's internal audit are aimed at preventing and deterring violations and inefficient spending of public resources. When we establish the facts of violations that have already been committed, we pass this information on to the prosecutor's office. This is a simple logic that we follow to cleanse the system of corruption. We want to show that the laws are the same for everyone," commented Deputy Defense Minister Yuriy Dzhyhyr.
The Defense Ministry noted that the comprehensive inspection is ongoing. The final results will be published after its completion.
"Also, the Internal Audit Service of the Ministry of Defense of Ukraine continues to monitor and investigate risky operations. Currently, internal audit materials have been attached to 25 criminal proceedings," the statement said.
