The Russian authorities have begun fining enterprises of the military-industrial complex for failing to fulfill plans to form voluntary units to protect factories from drone attacks. The plants "Lepse", "Selmash" and "Mayak" have already been sanctioned. This is reported by the Foreign Intelligence Service of Ukraine, UNN reports.

According to the SZR, at the end of 2025, the authorities of the Kirov region obliged strategic enterprises to create their own air defense units from among civilian workers after even rear regions of Russia began to suffer drone attacks.
As noted by the intelligence service, there were practically no volunteers willing to stand guard to protect the factories.
At the "Lepse" plant, the court was told that agitation among workers yielded no results. The fine against the enterprise was ultimately canceled only after the required number of "reservists" was forcibly recruited.
At "Selmash", management tried to appeal the decision, stating that local authorities do not have the legal authority to set such quotas, and forcing workers to join volunteer units contradicts the law. The court only reduced the fine after the enterprise complied with the requirements.
At the same time, at the "Mayak" plant, they stated that such fines create additional financial risks and could negatively impact the execution of the state defense order.
Furthermore, as the SZR reports, the Federal Tax Service of the Russian Federation has allowed enterprises to include expenses for anti-drone rifles and electronic warfare systems in costs that reduce income tax. If the cost of such equipment exceeds 100 thousand rubles, it is allowed to be registered as a fixed asset with subsequent depreciation.
The Foreign Intelligence Service notes that in this way, the Russian authorities simultaneously fine enterprises for a lack of workers for protection and effectively force businesses to provide protection from the consequences of the war at their own expense.
No lasers, trenches around workshops, or fines can stop what has already been set in motion. The only way to save factories, profits, and human lives is to immediately stop the war against Ukraine and withdraw troops. It will still be impossible to cover all of Russia with electronic warfare systems
