Putin has signed a decree to develop the law on the expulsion of illegal migrants by April 30, 2025. The requirement will not apply to foreigners who intend to stay in the country legally.

Starting January 1, 2025, residents of the occupied territories of Zaporizhzhia region without Russian passports will be treated as foreigners. They face forced eviction due to the 90-day visa-free stay limit.
