President of Ukraine Volodymyr Zelenskyy has signed laws on protecting children's rights and expanding social and legal guarantees for military personnel. This is reported by UNN with reference to the Verkhovna Rada of Ukraine.

Draft Law No. 2541-IX improves adoption procedures and the development of family-based forms of upbringing.

As of today, there is a significant organizational and functional discrepancy between the powers of executive committees of city and district-in-city councils, their children's services, which identify such children, register them, and carry out activities for their adoption, placement into families of Ukrainian citizens, etc., and the powers of children's services of rural and settlement territorial communities, which have the obligation to identify children but have not acquired the powers to register them and place them into family-based forms of upbringing. This inconsistency requires urgent legislative clarification, namely the definition of uniform powers for territorial communities across the country, regardless of whether they are urban, rural, or settlement communities. Defining uniform powers and responsibilities of local self-government bodies for children living in the community's territory will ensure the creation of a unified state system for the protection of children's rights with clear powers and responsibilities of local self-government officials under the guidance of the State Service of Ukraine for Children

At the same time, Draft Law No. 4931-IX expands social and legal guarantees for military personnel from among persons released on parole, granting them the right to leave, the possibility of transfer to other units, and additional grounds for discharge from service.

The purpose of the draft law is to improve the legal regulation of military service under contract by persons released on parole from serving a sentence on the basis of Article 81-1 of the Criminal Code of Ukraine, to create conditions for the effective use of their military potential, taking into account age, health status, and other social factors, and to ensure proper guarantees of social and legal protection for them
