Parliament Adopts Draft Law on Starosta Institution: What is Envisaged

Ukraine has adopted a law that improves the legal regulation of the starosta institution by introducing measures such as clarifying the criteria for the population of starosta districts, ensuring the continuity of starostas' activities, introducing mechanisms for their election and dismissal, expanding their powers, introducing remote public discussions and reporting procedures.

The Verkhovna Rada has adopted draft law that improves the legal regulation of the starosta institution, MP Oleksiy Honcharenko said on Wednesday, UNN reports.

"The Verkhovna Rada has generally adopted draft law No. 9518 on improving the legal regulation of the starosta institute. "There were 271 votes in favor," Honcharenko said on Telegram.

According to the MP, this document provides for:

  • determining an additional criterion for the formation of starosta districts, where, along with the number of people, it is proposed to take into account the population density in the respective territory (in this case, the lower limit of the number of residents of the starosta district is reduced from 500 to 200 people);
  • introducing the principle of omnipresence of starosta districts within territorial communities (except for the administrative center of the territorial community);
  • ensuring the continuity of starosta activities until a new starosta is elected to his position in accordance with the procedure established by law by the newly elected local council (currently, the starosta must be dismissed simultaneously with the resignation of the council that approved him); 
  • introduce a mechanism for the sole appointment of starostas by a village, town or city head in case of incapacity of a village, town or city council; 
  • introducing a tool for remote public discussions aimed at approving the starosta's candidacy by the local community, as well as a digitalized procedure for starosta reporting to the community and the local council;
  • expanding the powers of starostas, in particular, to participate in meetings of self-organized bodies;
  • a simplified procedure for dismissing a starosta from office at his/her request in case of occupation (encirclement) of the relevant starosta district;
  • the possibility for a village, settlement, or city to appoint an acting starosta in case of starosta mobilization.
