To do this:

  •  The territorial recruitment center must file a claim with the court if a citizen ignores the requirements to perform military duty. 
  • The procedure for filing a lawsuit should include a detailed description of the requirements to be met and documentary evidence of the citizen's evasion of duties.
  • After reviewing the statement of claim, the court decides to temporarily restrict the right to drive only if it is confirmed that the citizen has evaded and failed to fulfill military duty.

Thus, a decision to temporarily restrict a driver's license is made only after a court hearing and upon confirmation of a violation of the requirements for performing military duty
