In the comments, users emphasize that the problem is with the Telegram app for PC. According to the Downdetector service , several thousand complaints about problems with the messenger have already been recorded.
Nevertheless, most of the complaints about Telegram's outages come from Russia.
In addition, users from the Russian Federation are experiencing problems with Whatsapp, Discord, and Steam. In some places, Russians even complain that they cannot access Wikipedia or certain gaming services.
