According to information on the Japanese embassy’s website, employed citizens must provide the original of a certificate from their place of employment, which must contain an employee’s signature and an "official" stamp. If the salary amount is not specified, a 2-NDFL certificate will additionally be required.

The list of documents required for minors, students, pensioners and their sponsors has also been expanded.

In the spring, the Japanese visa center in Moscow began checking documents more thoroughly. According to the Association of Tour Operators of Russia (ATOR), this has led to longer visa processing times. ATOR reported that a complete set of financial and personal documents, including proof of relationship, may now be required from each family member.

According to the Japan National Tourism Organization (JNTO), 3,700 Russians visited the country in 2021, 10,400 in 2022, 42,000 in 2023, and 99,300 in 2024. In 2025, the figure reached 194,900 people.
