This agreement provides not only for the joint use of military bases, ports, and airfields—up to 3,000 military personnel can be stationed on the territory of both countries. In addition to the temporary deployment of up to 3,000 troops, five warships and 10 military aircraft can be present at the bases of both parties simultaneously. This agreement also grants the Indian army access to the Arctic.
Analysts note that the agreement helps build trust despite Moscow's close ties with China, the report says.
Raj Kumar Sharma, a senior fellow at the NatStrat think tank in New Delhi, stated that the agreement with Russia is strategically important as it institutionalizes military cooperation, moving beyond traditional arms sales. It also "reflects the deepening trust between the two countries despite Russia's growing proximity to China," he added.
