Russia's domestic propaganda is no longer able to generate the same enthusiasm for the military action in Ukraine, instead causing fatigue and dissatisfaction among Russians. The main reason for this is the difference between real events and the information broadcast by the government. This was reported by the Defense Intelligence of Ukraine, according to UNN .

The intelligence notes that one of the main reasons for such changes is the discrepancy between the information disseminated by the government and the real situation: concealing the real level of losses in the war is becoming increasingly difficult, and resources for military operations are rapidly depleting, as evidenced by Moscow's active measures to increase taxes the most in history.
"According to the Kremlin's plan, under the guise of a 'progressive personal income tax scale,' the budget dues will increase for Russians earning more than $2,200 a month. The income tax rate will increase from 20% to 25%. The Russian regime estimates that the so-called tax reform will raise about $200 billion in the period from 2025 to 2031," the GUR adds.

They write that the pessimistic public sentiment recorded in the Kremlin is forcing Russia's military and political leadership to prepare citizens for spending cuts. In response, regional leaders appointed by Putin's regime are trying to shift public attention away from the unpleasant topic of war and toward active solutions to social and domestic issues.
Representatives of the authorities in Moscow, including members of the party, went out to the population to organize various events in support of participants in the war against Ukraine and their families, hold receptions for citizens, and develop and discuss bills on social issues, such as support for volunteering, raising wages, and protecting the rights of veterans.

Russia has also ordered that participants in the war against Ukraine be given so-called "Vereshchagin cards" - vouchers worth 15,000 rubles that can be used to buy tickets to cultural institutions throughout the year.
"In general, the intensification of the "social" activities of the aggressor state indicates an attempt to channel discontent and avoid uncontrolled social explosions in Russia," the intelligence noted.
