Children evacuated from institutionalized facilities should be returned to Ukraine in family-based care. A special working group has been set up under the Ministry of Social Policy to develop a plan for the return to Ukraine of children who were evacuated from institutions.
"Together with more than 40 specialists, we are working to conduct high-quality monitoring of the situation of these children and their individual needs," said Petro Dobromilsky, head of the State Service of Ukraine for Children.

Reunification of siblings who were raised in different institutional settings and evacuated to different countries at the time of the invasion remains a priority.
Regarding the issue of adoption, Dobromilsky said that candidates for adoption from Ukraine can take them into their families without waiting for children to return to institutions from abroad.

"You can meet a child both when you travel outside the country and online. This system is already in place. During a video call, the child meets potential parents and then they can take him or her to a new home," said the Head of the State Service of Ukraine for Children.
