The commission of the Ministry of Health of Ukraine found no violations in the activities of LLC "Medical House "Odrex"" and LLC "Center of Medicine", related to the scandalous private clinic Odrex in Odesa, during an unscheduled inspection conducted in early January. The Ministry of Health reported this in response to a request from UNN.

What the Ministry of Health says

As stated in the official response, unscheduled inspections of compliance with licensing conditions for medical practice were conducted by the Ministry of Health commission from January 6 to 8, 2026. They concerned two companies associated with the scandalous private clinic "Odrex" - LLC "Medical House "Odrex"" and LLC "Center of Medicine". It is on the basis of licenses issued to these firms that the medical institution operates.

Based on the results of unscheduled inspections of compliance by the limited liability company "Medical House "Odrex" and the limited liability company "Center of Medicine" with the Licensing conditions for conducting economic activities in medical practice, which were conducted based on the application of the Prosecutor General's Office dated December 18, 2025, from January 6 to 8, 2026, no violations were found by the Ministry of Health commission.

At the same time, the ministry separately emphasized that current legislation does not provide for the issuance of any administrative document in the absence of violations, and therefore no official orders or decisions based on the results of the inspection will be published.

Contrast with previous decisions of the Ministry of Health

Such "success" of the inspections raises questions about their impartiality. After all, earlier, as a result of an inspection of LLC "House of Medicine", another legal entity associated with Odrex, its license had already been revoked based on the results of a Ministry of Health inspection. At that time, the regulator reached opposite conclusions and recognized violations of licensing conditions and revoked the company's license.

"To terminate the license of the Ministry of Health of Ukraine for conducting economic activities in medical practice in full, based on the results of an unscheduled state supervision (control) measure regarding the compliance of the business entity with the requirements of legislation in the field of economic activities in medical practice subject to licensing, issued to the limited liability company "House of Medicine" (EDRPOU code: 38156360, decision on issuing the license dated 22.01.2015 No. 30), on the basis of an act on the licensee's failure to provide the licensing authority with documents, information about the subject of the inspection at the written request of officials of the licensing authority during the inspection dated 25.11.2025 No. 17/16/1 (paragraph 10 of part twelve of Article 16 of the Law of Ukraine "On Licensing Types of Economic Activities"), - states the order of the Ministry of Health.

Thus, the existence of two completely opposite decisions casts doubt on the consistency of the Ministry of Health's approaches and raises a logical question: why are violations recorded in some cases, and "not found" in others, despite the same brand, common beneficiaries, and the clinic's high-profile background, the presence of public statements from relatives of deceased patients and those who suffered as a result of treatment, as well as a number of criminal proceedings involving the mentioned companies. Currently, there are 10 criminal cases in which "Odrex" is involved.

Particular attention is also drawn to the personal connections of Tigran Arutyunyan, the general director of LLC Medical House "Odrex", with the Minister of Health Viktor Liashko. As previously reported by UNN, Arutyunyan and Liashko have known each other personally for many years. In addition, Arutyunyan is a member of the Ministry of Health's working group on the development of private medicine, which is personally headed by the minister.

Against this background, the results of inspections of enterprises headed by Arutyunyan look at least ambiguous, because any informal ties between the regulator and the inspected entity always carry justified risks of conflict of interest, especially when it comes to medical institutions with fatal incidents in their "history."

Against the backdrop of all these circumstances, the official position of the Ministry of Health looks quite ambiguous. That is why a logical question arises: did the Ministry of Health really not find violations in "Odrex" or simply did not want to find them?
