According to Tkachenko, there were repeated cases of Povoroznyk's failure to comply with the instructions of the Head of the KMVA. In particular, he ignored the instruction to provide a report on the issuance and accounting of passes for movement during curfew.
In addition, Povoroznyk created unfavorable conditions for the work of the military administration, Tkachenko wrote.
