The Verkhovna Rada has adopted a bill that simplifies the process for operators to obtain land for the construction of base stations, which should contribute to the emergence of high-quality mobile communication, said Deputy Prime Minister for Innovation, Development of Education, Science and Technology - Minister of Digital Transformation of Ukraine Mykhailo Fedorov on Tuesday in Telegram, writes UNN.

According to the deputies, it is about the President's proposals to the law on the use of land plots for the development of digital infrastructure №9549, and 271 MPs supported them.
What the bill envisages
According to Fedorov, operators will receive land for the construction of base stations faster. The terms are reduced from 6 to 3 months on average. Now 4G will appear faster in remote corners of Ukraine, as well as along highways, the government official assures.
A separate focus, according to him, is the restoration of communication in the de-occupied territories, in particular in the areas where active hostilities took place. Most of the base stations were destroyed there, and their restoration requires a lot of time. Thanks to the new law, operators, as Fedorov noted, will be able to place temporary communication facilities without the risk of their dismantling, build new base stations faster and thus restore communication and the Internet to Ukrainians.
"Our goal by 2030 is to provide 98% of the population with high-quality mobile communication in every corner of the country. The law will accelerate the implementation of this goal," Fedorov emphasized.
What has been changed in the bill
According to the deputies, the revised version proposes:
- define a clear procedure for compulsory alienation or seizure of property during martial law;
- establish criteria for determining territories and enterprises for which compulsory alienation of land plots may be applied;
- revise the list of entities that will make decisions and assign such powers to the Cabinet of Ministers;
- establish a procedure for the transfer of alienated property to state ownership, including undistributed land plots and shares;
- ensure fair and equal compensation for all owners of compulsorily alienated property;
- establish guarantees for the return of compulsorily alienated property to its owners after the end of martial law.
