Russia's invasion in February 2022 displaced millions of refugees, most of them women and children, causing the largest influx of migrants into Europe since World War II.
In April 2022, President Biden's administration created an unprecedented program called "Unite for Ukraine," which allows an unlimited number of Ukrainians sponsored by Americans to come to the United States and work here legally, without having to go through the lengthy visa process.
According to the U.S. Department of Homeland Security, over two years, U.S. immigration authorities have approved more than 236,000 cases under the Unity for Ukraine program. As of the end of March, more than 187,000 Ukrainians had arrived in the United States under this program.
An additional 350,000 Ukrainians have reportedly arrived in the United States outside the sponsorship process since the start of the Russian invasion, mostly on temporary visas.
"The Department has fulfilled President Biden's promise to accept Ukrainians fleeing Russia's deliberate and unprovoked war against Ukraine," Homeland Security Secretary Alejandro Mayorkas said in a statement.
In contrast to most U.S. immigration policies, the resettlement of tens of thousands of Ukrainian refugees into American communities has been very efficient and with relatively few difficulties.
For example, Republican-led states have filed lawsuits against virtually every major immigration policy of the Biden administration, including a similar sponsorship program for migrants from Cuba, Haiti, Nicaragua, and Venezuela. But the Unity for Ukraine program has not been challenged in court. Moreover, some Republican lawmakers have expressed support for accepting Ukrainian refugees.
While the arrival of hundreds of thousands of migrants at the U.S.-Mexico border has strained resources in some locales, such as New York, Chicago, and Denver, the resettlement of Ukrainians has not provoked the same reaction or created serious political problems for the Biden administration.
Unlike the program for Cubans, Haitians, Nicaraguans, and Venezuelans, which can accept 30,000 applications, the Unity for Ukraine program has no numerical limit. Applications for participation in the program are also reviewed quite quickly, sometimes within a few weeks or even days.
