Presenting the fifth point of the Resilience Plan, entitled “Energy,” President of Ukraine Volodymyr Zelenskyy said that the task in the energy sector is to adapt to the constant threat of terrorist attacks from Russia and build up defenses.
Zelensky said this during a speech in parliament, reports UNN.

So, the energy item is what makes any modern country viable. It is a special item in the Resilience Plan. For security reasons, we can say even less about energy than about the front. The most important thing is gratitude. To every repair team. To all the employees of our Ukrainian energy companies. In total, the Russian army has already fired more than a thousand times at Ukrainian energy facilities. 900 targeted Russian attacks against electricity transmission facilities.More than 220 targeted Russian attacks against generation facilities.Since the beginning of the full-scale invasion, Russia has occupied about 18 gigawatts of power generation capacity in Ukraine
He emphasized that power engineers are doing a tremendous job to restore electricity.
“As for the defense. We will not disclose any details. A closed annex to this point of the Resilience Plan will contain information with appropriate access to maintain control over the processes.
The task is clear: to adapt to the constant threat of Russian terror through all forms of defense. The responsibility for fulfilling this task is personal.
Next. By the end of the year, we will have prepared energy sustainability passports for our regions. This is a first in Ukraine. A framework will be developed for all regions to be able to withstand all energy challenges.
Next year, we will implement passports in terms of generation - both electricity and heat. This applies, in particular, to the decentralization of generation. We also need to pay attention to energy consumption management in Ukraine. Supporting the rationality of energy consumption is the responsibility of the state,” Zelensky added.
According to him, thanks to its energy capabilities, Ukraine can be among the first in Europe geopolitically.
Of course, this is more about the time after this war. But we have to create the preconditions for this now. Nuclear generation is an obvious priority. Gas means increasing production, integrating our gas storage infrastructure into European energy practices, and maintaining the Ukrainian gas transportation system in accordance with the baseline scenario for domestic purposes. Oil means increasing production and resuming refining. This is a challenging task, but it should be achievable. All Naftogaz Group companies improved their performance
In addition, the President noted that Ukrnafta has achieved historically the most significant results since nationalization.
In 23-24, Ukrnafta paid 78 billion hryvnias in taxes and fees, and now has a net profit of 43 billion. It constantly pays dividends to the budget. And this is during the war. These are the indicators that give an understanding of how much money was stolen from Ukrnafta over the decades of inadequate state control. In general, the energy section of the Resilience Plan will be detailed in various annexes, both closed and open, which together will be a clear energy map for Ukraine in the coming years
Recall
On November 19, stabilization blackouts will be introduced in Kyiv, Kyiv, Dnipro and Donetsk regions due to the effects of hostile strikes that damaged the energy infrastructure.
