During martial law, there is no question of introducing a toll road system in Ukraine.
This was announced by Deputy Minister of development of communities and territories Sergey Derkach on the air of the telethon, reports UNN.
When we talk about toll roads, this is one of the requirements of the European Union. But of course, we are not talking about toll roads at all during martial law. This is not discussed at all, but another issue is the preparation of our legislation. That is, we must be ready after the end of martial law and, taking into account the position of Ukraine, it is possible to postpone a specific norm for a certain period of time, but be able to start some reforms in the country
He noted that the issue of establishing legislation for the possibility of implementing projects with toll roads is also part of the work of Ukraine.
We are currently working on several regulations on this issue. But we are not talking about the introduction of a toll road system in Ukraine during the military war
He also spoke about what models of toll roads exist and are used in Europe.
For example, if we talk about the Czech Republic, there are toll roads there. When you enter the territory of the Czech Republic, you buy such a vignette and drive on the territory of all roads in the Czech Republic, and the money is used for road construction in the Czech Republic
Also, according to him, there is a model with attracting investors.
When an investor builds an overpass, a specific road, but there is an alternative path, high-quality, but free. Here, the investor deposits his own money, a road is being built, and it is paid for a period of time until the investor withdraws his funds. It can be a project for 20 years. After that, the road is officially transferred to the state and then the state decides to keep it paid, or make it free

Derkach previously reported that Ukraine is already analyzing traffic on six main routes, which will help assess their feasibility and prepare mechanisms for launching toll roads.
Transport expert Dmytro Bespalov said that Ukraine should introduce toll roads for large vehicles and consider the possibility of direct investment of businesses in road repairs to maintain them in proper condition.
