Vinnytsia Mayor Morgunov was "shamed" by minimal budget expenditures to help the Ukrainian army: details

Vinnytsia, whose mayor is a representative of Groysman's Ukrainian Strategy, Serhiy Morgunov, has the least amount of money allocated to help the Armed Forces of Ukraine. This is evidenced by the rating, compiled by the Committee of Voters of Ukraine, UNN writes.

According to the ranking of regional centers' expenditures on the Ukrainian Defense Forces in 2023, Kyiv took the first place, allocating about UAH 9 billion to support the Defense Forces last year. This is almost as much as all other regional centers combined.

Dnipro ranked second with UAH 1.6 billion. Other cities in the top five are Khmelnytskyi  with UAH 1.5 billion, Zhytomyr with UAH 1.3 billion, and Odesa with UAH 1.1 billion.

Vinnytsia is in the penultimate place in this ranking with a modest 118 million hryvnias. Only Uzhhorod is ahead of the city run by Groysman's ally.

The CVU notes that the total amount of assistance provided by regional centers and the capital to the Defense Forces last year amounted to UAH 19.5 billion.

At the same time, Kyiv's share is 45.6% of the total expenditures of regional centers. The contribution of Dnipro, which ranked second in the ranking, is 8.3%. The share of Khmelnytskyi is 7.7%, Zhytomyr - 6.9%, and Odesa - 5.9%.

According to this indicator, Vinnytsia confidently shares the last place with Uzhhorod - 0.6%.

The Committee of Voters of Ukraine also clarified that in order to compile the rating in February 2024, the Committee of Voters of Ukraine sent out requests for information on the total amount of expenditures from local budgets for the needs of the Defense Forces to all regional centers and the city of Kyiv (except for those cities under temporary occupation).

Responses were received from 15 cities: Kyiv, Khmelnytskyi, Zhytomyr, Odesa, Mykolaiv, Chernivtsi, Chernihiv, Rivne, Zaporizhzhia, Kropyvnytskyi, Lutsk, Ternopil, Uzhhorod, Kharkiv, Ivano-Frankivsk.  Information about other regional centers was taken from open sources.

In other words, Vinnytsia actually tried to conceal information about expenditures from the city budget to support the Armed Forces, as they did not respond to the request.

Judging by the more than modest figures, Groysman's ally clearly has nothing to brag about.

The city of Vinnytsia is manipulating the figure of city budget funds to be allocated this year to support the Ukrainian Defense Forces.

One not-so-famous NGO compared the budgets of regional centers for 2024 and concluded that, in terms of percentage, the Vinnytsia authorities allegedly plan to allocate the most funds to support the Ukrainian Defense Forces.

In particular, out of a budget of 6.68 billion hryvnias, 655 million hryvnias are planned to be allocated to help the Armed Forces.

At the same time, local journalists pointed out that these figures do not correspond to reality. In fact, in 2024, Vinnytsia's revenues are planned at UAH 6.35 billion, while expenditures are planned at UAH 6.55 billion. So, there is no question of any 6.68 billion.

Earlier , residents of Vinnytsia registered a petition demanding that hundreds of millions of hryvnias, which are planned in the city's budget for 2024 for landscaping, repairs, and similar things, be used to support the Armed Forces.

The petition states that these funds can be used to buy at least tens of thousands of drones. Last year, there were many scandals in the city due to the misuse of community funds.

According to estimates by Forbes Ukraine, almost UAH 830 million was spent on city improvements in the first nine months of last year from the Vinnytsia city budget.
