The Cabinet of Ministers has submitted a draft law to the Verkhovna Rada that would increase liability for curfew violations. In particular, it is planned to establish fines in the amount of 850 hryvnias to 3400 hryvnias. This was reported by UNN with reference to the card of the bill No. 12354.
Details
According to the draft law, the Cabinet of Ministers proposes to supplement the Code of Ukraine on Administrative Offenses with Article No. 210-2 "Violation of the requirements of a special legal regime - martial law imposed in Ukraine or in certain areas of Ukraine.
In particular, a fine in the amount of UAH 510 to UAH 850 is envisaged for entry (entry) or stay in settlements from which a general mandatory evacuation is being carried out in the absence of specially issued passes or certificates.
For repeated violations within a year - UAH 1700 to UAH 3400.
Violation of the curfew (a ban on staying on the streets and in other public places during a certain period of time without specially issued passes and certificates) is punishable by a fine of UAH 850 to UAH 1,700.
For repeated violation of the curfew within a year, a fine of UAH 1700 to UAH 3400 is imposed.
However, fines for violation of the curfew will not be applied in cases of persons going to or from a shelter in case of an air alert, providing medical (pre-medical) assistance or escorting wounded or seriously ill people, taking measures to evacuate the population or rescue property, and in other cases related to a threat to the life or health of citizens.
In addition, the draft law would authorize the police to carry out administrative detention of offenders.

The government approved the draft law at a meeting on December 21.
This is not the first time that Ukraine has planned to increase liability for curfew violations. For example, in January 2024, the Verkhovna Rada failed to pass a draft law on fines for curfew violations, which would have ranged from UAH 8,500 to 340,000, and sent it back for a second reading.
In May, the Rada failed again to vote on the draft law.
