From now on, you can choose the location for the military medical commission (VLC) yourself, but not for everyone. Currently, this function is only available to those who plan to sign a contract for service in the Armed Forces of Ukraine. This was announced by Deputy Minister of Defense Kateryna Chornohorenko on the air of the telethon, as reported by the UNN correspondent.
How the electronic referral system for VLC works for military personnel
We are making VLC fast, convenient, and transparent for people. The most important task now is for it to start working as a service, so the Ministry of Defense has developed a VLC reform, the first stage of which is an electronic referral to save time on queues at the TCC and get a paper referral.
According to the official, the "second step" will be that the VLC conclusions will also become digital.
That is, after the examination, there will be no need to carry a paper resolution to enter data into the register. Both stages aim to eliminate the need for physical visits to the TCC and reduce corruption regarding resolutions on fitness and unfitness for service.
You can independently choose the address of the medical institution
When asked whether a military serviceman can submit an application for a VLC or whether only the TCC can do so, Chornohorenko replied:
We have now made such an option available to citizens when they are ready or sign a contract with the Armed Forces of Ukraine. Now you can come not only to the place of registration, as before, but also independently choose the address of the medical institution for passing the VLC. For example, undergo an examination in the area where you actually live, or at the base of the future military unit.

The demand for electronic referrals is confirmed by figures. Currently, over 32,000 electronic referrals to VLC have been generated through Reserve+. And the Reserve+ application is already used by 4 million Ukrainians in total. Every third deferment in Ukraine is also processed through this application.

UNN reported that Ukraine launched an electronic VLC cabinet. From April 1, 2025, the digital format will become mandatory for all VLCs, replacing paper documents.
