The Cabinet of Ministers established the Ukrainian National Pantheon as a memorial complex of national significance within the National Reserve "Kyiv Pechersk Lavra". This is stated in the government resolution No. 871 of July 1 "On the establishment of the Ukrainian National Pantheon", reports UNN.
To establish the Ukrainian National Pantheon as a memorial complex of national significance within the National Reserve "Kyiv Pechersk Lavra", which belongs to the sphere of management of the Ministry of Culture
The government instructed the Ukrainian Institute of National Remembrance:
- to develop a concept for the functioning and structure of the Pantheon;
- to provide scientific and methodological support for the process of establishing the Pantheon and determining the forms of memorialization;
- to ensure expert and public discussions on issues related to the establishment and operation of the Pantheon.
The Ministry of Culture was also instructed:
- to work out the issue of locating the Pantheon on the territory of the National Reserve "Kyiv Pechersk Lavra", taking into account restrictions on the use of land plots, requirements for the protection of cultural heritage and Ukraine's international obligations;
- to ensure the organization and conduct of an architectural competition for the best architectural design of the Pantheon with the participation of representatives of state bodies, local self-government bodies, the public, international organizations, religious associations and leading architects, historians, art critics.
The Ministry of Foreign Affairs, together with the Ukrainian Institute of National Remembrance, was instructed:
- to ensure the verification of fighters for the independence of Ukraine and other persons who played a significant role in the formation of the national consciousness and identity of Ukrainians and their family members buried outside Ukraine, for whom reburial on the territory of the Pantheon is advisable;
- based on the results of such verification, to ensure interaction with the competent authorities of foreign states regarding obtaining permits for the exhumation and reburial of the remains of these persons.
To take note that the establishment, arrangement, maintenance and operation of the Pantheon within the National Reserve "Kyiv Pechersk Lavra" will be carried out at the expense and within the limits of expenditures provided for by the state budget for the corresponding year, and other sources not prohibited by law

The Verkhovna Rada adopted as a basis and in whole the draft law, which provides for the creation of the Ukrainian National Pantheon to honor the most outstanding representatives of the Ukrainian nation in Kyiv.
The Chairman of the Verkhovna Rada Ruslan Stefanchuk signed the draft law on the creation of the National Pantheon and submitted it to the President of Ukraine Volodymyr Zelenskyy.
