The Verkhovna Rada has approved in the first reading a bill that exempts Ukrainians engaged in wholesale and retail trade in cars from the obligation to re-register used vehicles that were purchased as goods for their subsequent sale. Finally, our draft law No. 9083 on improving the procedure for wholesale and retail trade in vehicles by business entities registered with the Main Service Center of the Ministry of Internal Affairs was adopted as a basis. FOR - 268
The draft law provides for deregulation and detinization of the used vehicle trade market.
As the authors of the document explain, during the war, revenues to the state budget from the automobile market became the second largest after revenues from business related to the trade in petroleum products. At the same time, there are still enough issues in the automotive market, the solution of which will lead to greater transparency and simplification of bureaucratic procedures.
Thus, while in 2021 the volume of state registrations of new cars amounted to about 100 thousand, the volume of used cars amounted to about 1.7 million. An analysis of the ratio of state registrations of new and used cars for the corresponding period clearly demonstrates how much larger the used car market is compared to the new car market (almost 20 times).
However, today, when Ukrainians buy back a used car for the purpose of its further resale, they are obliged to account for this car not as a product for further resale, but as a fixed asset for their own use.
