The Ministry of Defense has initiated research work on defining the concept of cyber warfare, which is being carried out by the SSU Academy. I am convinced that these developments will allow us, together with other government agencies, to come up with legislative proposals by the end of 2024

- Deputy Minister of Defense of Ukraine Kateryna Chernogorenko emphasized .

The Ministry of Defense noted that the aggressor's actions in cyberspace are systemic and aimed not only at Ukraine but also at its allies. In this regard, after defining the concept of "cyberwar" at the national legislative level, the recognition of cyberattacks as an act of war in the legal field should also take place at the international level.

Addendum

The ministry also said that since the start of the full-scale invasion, the Security Service of Ukraine has neutralized almost 10,000 cyberattacks.

According to Deputy Prime Minister, Minister of Digital Transformation of Ukraine Mykhailo Fedorov, despite the high intensity of the attacks, the enemy failed to affect the state's defense capabilities.

These results were achieved thanks to effective cooperation between specialists of the State Special Communications Service, the Security Service of Ukraine, the National Security and Defense Council, the Cyber Police, the Armed Forces of Ukraine and other state agencies

- emphasized Mikhail Fedorov.
