The Ministry of Defense has initiated research work on defining the concept of cyber warfare, which is being carried out by the SSU Academy. I am convinced that these developments will allow us, together with other government agencies, to come up with legislative proposals by the end of 2024

- Deputy Minister of Defense of Ukraine Kateryna Chernogorenko emphasized .

The Ministry of Defense noted that the aggressor's actions in cyberspace are systemic and aimed not only at Ukraine but also at its allies. In this regard, after defining the concept of "cyberwar" at the national legislative level, the recognition of cyberattacks as an act of war in the legal field should also take place at the international level.

The ministry also said that since the start of the full-scale invasion, the Security Service of Ukraine has neutralized almost 10,000 cyberattacks.
