The Ministry of Culture and Information Policy of Ukraine hopes that MPs will consider a bill to deprive state awards for popularizing or propagandizing the aggressor state or committing other illegal actions against Ukraine at the next session of the Verkhovna Rada. This was announced by the acting Minister of Culture and Information Policy Rostyslav Karandeyev during a telethon, according to a correspondent of UNN.

I hope that my fellow MPs will understand the need to adopt the relevant legislative changes. I think this will be one of the first draft laws to be considered by the Verkhovna Rada after it gathers for plenary sessions

- Karandeyev said.

According to him, the draft law will include in the list of grounds for which an awardee may be deprived of the award not only criminal, serious and especially serious offenses, but also actions aimed at discrediting Ukraine's position, against the policy of peace, against national dignity and national  security.

"The draft law proposes to include these provisions in a number of laws of Ukraine. The main ones are the Criminal Code, the Criminal Procedure Code, the law on state awards, and tax legislation. That is, MPs have the opportunity to add deprivation of state awards to the list of punishments after considering the draft law. In other words, the President is proposing the definition that deprivation of awards is one of the types of punishment for committing a crime against a person or against the country. This list is quite extensive," Karandeyev said.

According to him, the draft law also provides for two decision-making tools: a court decision and a decision of the National Security and Defense Council.

He also said that the ministry had not officially compiled a list of traitors.

"Officially, the Ministry did not compile such a list, as we had no legal grounds to do so. However, this work was carried out by the public, and we also contributed to it, because we understand that this is the preparatory stage that needs to be passed, to collect data. Now we have an official list of people who pose a threat to national security," Karandeyev said.

He said that this list was introduced by the Verkhovna Rada as a form of restriction on the presence in the national information space for those who are citizens of other countries who denied Russia's aggression against Ukraine.

"This list exists, and it includes people who are actually holders of state titles or have been awarded orders," Karandeyev said.

Addendum

On July 16, the Verkhovna Rada  registered draft law No. 11410 on amendments to the Criminal Code of Ukraine, the CPC of Ukraine and other legislative acts of Ukraine regarding the deprivation of state awards for popularizing or propagandizing the aggressor state or committing other illegal actions against Ukraine.
