In 2026, about 3,000 people will be able to receive supported living services under a new funding model. The Cabinet of Ministers of Ukraine adopted a resolution introducing the principle of "money follows the person." This was reported by the Ministry of Social Policy, UNN reports.

According to the adopted decision, state funds will no longer be directed to the maintenance of institutions. Instead, funding will be provided directly to the specific person who needs supported living services.
This will allow recipients to independently choose the social service provider, and the state will pay for its cost.
This will make the system targeted, transparent, and person-centered, giving the right to live in the community rather than in closed institutions, and to receive the necessary support at the place of residence
The Ministry of Social Policy emphasized that supported living is one of the key areas of the deinstitutionalization reform. The service is designed to help people maintain independence, live in the community, and receive the necessary support near their place of residence, rather than in residential institutions.
