The government has launched a pilot project to support housing on the principle of “money follows the person.” A mechanism has been developed, the details of which are reported by the Ministry of Social Policy and transmitted by UNN.

The supported accommodation service for IDPs will be financed from the state budget on the principle of “money follows the person”. The Ministry of Social Policy has announced the launch of a pilot project designed to provide assistance to internally displaced elderly people and people with disabilities.

A person in need of assisted living or residential care services submits a written or electronic application to the local self-government authority at the place of residence or at the place of application. If they are unable to do this independently, they are assisted by a social manager.
After signing a contract with a social service provider, the person begins to receive the service, and the Fund for Social Protection of Persons with Disabilities transfers the funds to their bank card to pay for the service. The person pays for the services with the card.
At the same time, local authorities should identify persons who would be responsible for implementing the project and determine the needs of people who need these services.
The Fund for Social Protection of Persons with Disabilities is responsible for compiling a list of social service providers, project participants, and transferring budget funds to ensure the provision of services under the project.
Thus, no matter where a person in need of a service is, whether he or she has been forced to leave or relocate, he or she will still receive the services he or she needs, and they will be financed from the state budget.
Social services for residential care are funded by the state. To provide social services to more than 2,300 people, the state budget provides more than UAH 366.8 million for 2024.
It is also noted that the Ministry of Social Policy will draw the attention of international partners to this pilot project. Goal: to cooperate on the arrangement of housing for the provision of services.
