The Security Service of Ukraine has collected an evidence base against Russian Rear Admiral Vladimir Kuzmin, the former commander of the 30th Surface Ship Division of the Russian Black Sea Fleet. This was reported by the SBU, according to UNN.

As the investigation established, in October 2022, he organized a targeted airstrike on the Prydniprovska Thermal Power Plant in the Dnipropetrovsk region.

According to the investigation, the Ruscists attacked the Ukrainian TPP from the Russian frigate "Admiral Makarov," which was located in the Black Sea.
The goal of the enemy strike was to cut off power to most of Dnipro, primarily residential areas, schools, hospitals, and other social infrastructure of the frontline city.
Shortly after the shelling of the civilian energy facility, the Kremlin rewarded Kuzmin by promoting him to the next rank – Rear Admiral.
Based on the collected evidence, Security Service investigators have notified him of suspicion in absentia under Part 1 of Article 438 of the Criminal Code of Ukraine (war crimes).
Comprehensive measures are underway to locate the perpetrator and bring him to justice.
