A ceasefire between Ukraine and Russia is impossible without international control and clear monitoring mechanisms, as Russia could use the pause to regroup its troops. President of Ukraine Volodymyr Zelenskyy stated this during a media briefing alongside President of Estonia Alar Karis, reports UNN.

The Head of State emphasized that the first step toward ending the war must be a full and unconditional ceasefire.
"The ideal solution is to end the war urgently. At least take the first step – a full, unconditional ceasefire. And then let the diplomats do what they were trained for," Zelenskyy said.
At the same time, the President warned that implementing such a decision is a complex process due to the modern nature of hostilities.
"Today, we are not just standing opposite each other. There are so-called 'kill zones' spanning 20, 30, 40 kilometers, and they are expanding with the development of drone technologies," he explained.
According to Zelenskyy, without international guarantees, Russia could use the 'regime of silence' to improve its positions on the front line.
"We are saying: no conditions. A ceasefire, guarantors, monitoring missions, and control over the actual cessation of fire. We are very grateful to our partners for such readiness," the Head of State noted.
The President also spoke in favor of holding a meeting at the leadership level involving Ukraine, Russia, Europe, and the United States of America to discuss further steps toward peace.
"In order for the ceasefire to be implemented, it is better to have a meeting at the level of leaders. Certainly Ukraine, Russia, and definitely Europe. It is desirable that the United States of America be there as well," Zelenskyy concluded.
