Russian Deputy Prime Minister Alexander Novak described the situation on the domestic fuel market as "difficult but controlled." According to him, the authorities are considering the possibility of a complete ban on diesel fuel exports, and have already imposed a ban on the export of gasoline and aviation kerosene.

In addition, the Russian government announced an increase in the capacity of oil refineries, a reduction in their repair times, and the postponement of planned work. According to Novak, special attention is being paid to occupied Crimea, Sevastopol, border regions, the Far East, and the Kaliningrad region.

The government is preparing additional measures due to the fuel shortage

Deputy Prime Minister Marat Khusnullin reported that the authorities have introduced additional security measures for transport traveling between Russia and occupied Crimea. However, he did not provide details.

Putin linked the crisis to Ukraine's strikes on rear targets

During the meeting, Putin stated that Ukraine's strikes on Russian infrastructure are allegedly related to the situation at the front and Kyiv's attempts to strengthen its position in negotiations.

At the same time, he emphasized that, in his opinion, these attacks will not affect the course of hostilities, and called on the government and regional authorities to work "rhythmically" under threats and minimize the consequences of the strikes.

According to Reuters, due to attacks on oil refineries from June 15 to 21, gasoline production in the Russian Federation decreased by approximately 25% compared to the average daily indicators of June 2025. Against this background, fuel disruptions began in a number of regions of Russia and in occupied Crimea.
