Law enforcement officers exposed an organized group that supplied low-quality coal to schools, hospitals, boarding schools and other enterprises and institutions during the heating season. This was reported by the National Police of Ukraine, according to UNN.

Law enforcement officers exposed an organized group that supplied low-quality coal for heating schools and hospitals during winter blackouts

The coal was purchased to provide heat to a city hospital, a psychoneurological boarding school, a rehabilitation and sports center, lyceums and other municipal institutions in various regions of Ukraine. The scheme was implemented during the heating season, when the country was living under blackout conditions due to Russian strikes on energy infrastructure

Investigators established that the organizers involved managers and accountants of a number of commercial structures in the scheme and distributed roles among them. Some participants ensured the participation of controlled enterprises in public procurement and prepared the necessary documentation, while others were responsible for the purchase, transportation and supply of low-quality coal.

After documenting the activities of the organized group, police conducted six searches at the residences of the suspects. On July 30, 2026, eight members of the organized group were notified of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine — for misappropriation of budget funds in particularly large amounts, committed by an organized group
