Starting in 2025, the Russians plan to deprive Ukrainians without Russian citizenship of the right to reside in the occupied territories. Refusal to obtain a Russian passport will result in restrictions on the rights to healthcare, employment, and social benefits.

In the temporarily occupied territories, Russians promise to deprive those Ukrainians who refuse to issue documents certifying the identity of a "citizen of the Russian Federation" of their right to reside. This was reported by the Center of National Resistance (CNR), UNN reports.
