License revoked, but NHCU contracts "inherited"? How the Odrex clinic continues to receive millions from the budget

Odrex receives millions from the budget despite criminal cases and the loss of a license by one of its legal entities.

In 2025, the Odrex clinic received over 37.5 million UAH from the Ukrainian budget under the Medical Guarantee Program, despite criminal proceedings and numerous patient complaints. In 2026, the clinic remains one of the largest private partners of the National Health Service of Ukraine (NHSU), even though one of the clinic's legal entities was stripped of its license. The story of the license revocation 

On December 2, 2025, the Ministry of Health commission on compliance with licensing conditions decided to revoke the medical license of the Odrex clinic, issued to LLC "Dim Medytsyny" (House of Medicine), which is involved in a criminal proceeding regarding the death of Odesa businessman Adnan Kivan. 

"To terminate the license of the Ministry of Health of Ukraine for the conduct of economic activity in medical practice in full, based on the results of an unscheduled state supervision (control) measure regarding the compliance of the business entity with the requirements of legislation in the field of economic activity in medical practice subject to licensing, issued to the limited liability company 'Dim Medytsyny' (EDRPOU code: 38156360, decision on the issuance of the license dated 22.01.2015 No. 30), on the basis of the act on the failure of the licensee to provide the licensing authority with documents and information regarding the subject of the inspection upon the written request of the licensing authority's officials during the inspection dated 25.11.2025 No. 17/16/1 (paragraph 10 of part twelve of Article 16 of the Law of Ukraine 'On Licensing of Types of Economic Activities')," the order stated

The decision took effect within 30 days. Consequently, at the beginning of 2026, "Dim Medytsyny" did not have a license to provide medical services. 

But it is interesting that the owners anticipated this. Back in the summer of 2025, the owners of "Dim Medytsyny" registered LLC "Medical House 'Odrex'", having simultaneously withdrawn from the founders of the previous company just before that.  

"Medical House 'Odrex'" obtained the relevant Ministry of Health license quite quickly and, as follows from the NHSU's response to a request from UNN, renegotiated contracts to receive funds under the Medical Guarantee Program. 

"(...) until August 31, 2025, inclusive, the NHSU cooperated within the MGP with LLC 'Dim Medytsyny' (EDRPOU – 38156360). Contractual relations with the specified entity were terminated as of 01.09.2025 due to the alienation of the integral property complex in favor of the successor – LLC 'Medical House Odrex' (EDRPOU – 45861272)," the response reads. 

Million-dollar payments "flowed" to the new legal entity 

However, as early as August 19, 2025, the NHSU concluded a contract for the provision of primary medical care with the newly created entity, which had received its license literally a month prior. The contract, which began on August 1 and ends in late December 2027, provides for payments in 2026 amounting to 44 million UAH. In 2025, payments under this contract amounted to approximately 15.4 million UAH. Cooperation did not stop there; two more contracts were concluded—one was active from September 1, 2025, and ended at the end of that year, while the other was concluded for the entire year of 2026. The estimated price of the first contract, as indicated by the NHSU, is 22.6 million UAH, and the second is over 3.4 million. A curious story emerged with the latter: initially, the contract was concluded for the provision of services under 5 medical service packages: care for acute cerebral stroke; care for acute myocardial infarction; diagnosis, treatment, and support for persons with HIV; inpatient rehabilitation care for adults and children, as well as a package for similar care in outpatient conditions. However, as the NHSU indicates in its response, the contract's operation for all packages except for HIV support was terminated at the initiative of the service provider as of February 1, 2026. 

A logical question arises: "Why?" Possible reasons include the clinic administration's reluctance to provide services at a cost they consider non-market. Or perhaps the clinic lacks the appropriate personnel? It is also likely that demand for services decreased amid the scandals that have surrounded the clinic recently. 

Nevertheless, the clinic snatched a choice piece worth 44 million UAH under the primary medical care service package by skillfully re-registering companies and agreements with the National Service. In addition, "Medical House Odrex" is included among the service providers for the national program "Health Screening 40+". It is currently impossible to estimate the flow of income from participation in this program, as the funds are received personally by the individual covered by the program, who then spends them at the relevant facility. 

Notably, from 2021 until the termination of the contracts, "Dim Medytsyny" received payments from the NHSU for services rendered totaling over 139 million UAH.  

The system needs change 

Of course, the law does not prohibit the owners of one company from registering another, or selling or handing over a legal entity. One could take a formal approach and point out that the Odrex clinic itself is not a party to criminal proceedings—but is such formalism appropriate when it comes to people's lives and health, and when various legal entities standing behind a common sign are involved in more than one criminal proceeding? And when the system continues to pour millions of hryvnias from the budget into funding a clinic that has come under a barrage of criticism from patients and their loved ones? 

In its response to UNN's request, the NHSU noted that it verifies the completeness and accuracy of electronic medical records submitted for payment. But is the actual fact of provision and the quality of medical services being verified? 

"Quality control practically does not exist because there are no evaluation criteria; so far, they have not been introduced by anyone. Not by anyone: neither the Ministry of Health nor the NHSU. Therefore, control indicators are, unfortunately, one of the painful topics and areas that do not yet exist properly in our system as they should," said former Minister of Health Oleh Musiy.

Until the actual quality of medical services and the clinic's reputation become selection criteria for the NHSU, it will likely continue to be able to fund institutions with questionable reputations.
