The former British Prime Minister said that the responsibility for protecting any possible future ceasefire line in Ukraine should be assigned to a multinational group of European peacekeeping forces.
In an exclusive interview for "The Telegraph's Ukraine: The Latest", Johnson said British troops could be deployed to the country to help maintain the ceasefire.
"I don't think we should send combat troops there to fight the Russians," he said. "But I think that as part of the solution, as part of the final result, you will want to have a multinational European peacekeeping force that will control the border and help the Ukrainians."
Johnson said that Western countries should clearly define what security guarantees will be offered to Ukraine under any peace agreement, so that Russia cannot simply rearm and attack again in a few years.
"We need to clearly define exactly what security assurances we consider necessary," Johnson said.
"The only thing that really works is NATO's Article 5 guarantees, which have maintained peace in Europe for 80 years. That is why the Baltic states are members of NATO. This is the reason that Poles, Hungarians, Czechs, Finns and Swedes are now in NATO," he stressed.
Johnson said all countries except Sweden have " direct traumatic memories of the Russian invasion, and now they are in Ukraine.
"After going through this carnage, this heinous brutality that has been going on for so long - three years - the only long – term solution is to provide (Ukraine - ed.) with this protection," Johnson said.
In a conversation with The Telegraph, Johnson said that Britain bears a "moral responsibility" for Ukraine, since together with the nuclear powers - Russia and the United States - it signed the Budapest Memorandum in 1994.
The former Conservative leader said that this was a" collaboration " with Russia and means that the UK must come to the aid of Ukraine now.
"We collaborated with the Russians in 1994 and deprived the Ukrainians of nuclear weapons that would protect them from the horror of what is happening now. If they had maintained nuclear deterrence, Putin wouldn't be killing them in their beds right now. We were part of it. We signed a memorandum. We bear moral responsibility for their difficult situation," he stressed.
