In Ukraine, law enforcement officers have uncovered large-scale violations during the supply of food products to institutions of the State Criminal Enforcement Service of Ukraine. Based on these facts, law enforcement officers are investigating nearly 400 criminal proceedings, reports UNN with reference to the Office of the Prosecutor General.

According to the Office of the Prosecutor General, inspections showed that in 2025–2026, products worth over UAH 100 million were supplied to penitentiary institutions using documents on quality and safety that show signs of forgery. Suppliers submitted manufacturers' declarations and other documents that were supposed to confirm the origin and quality of the products. At the same time, some of the manufacturers listed in these documents did not actually produce such products.
In addition, prosecutors established facts of supply of products of unknown origin in most regions of Ukraine.
Based on these facts, law enforcement officers are investigating nearly 400 criminal proceedings under Articles 191, 325, 358, and 366 of the Criminal Code of Ukraine. This concerns possible embezzlement of budget funds during the supply of products for institutions of the State Criminal Enforcement Service, forgery of official documents, official forgery, as well as violation of sanitary rules and regulations regarding the prevention of infectious diseases.
A separate case was uncovered in Zakarpattia. Prosecutors, together with the territorial department of the State Bureau of Investigation, established that employees of a penal institution illegally appropriated nearly a ton of meat and fish products. According to the investigation, they planned to subsequently sell it.
Two officials of the institution were notified of suspicion under Part 4 of Article 191 of the Criminal Code of Ukraine for the fact of appropriation of property by abuse of official position, committed by prior conspiracy by a group of persons under martial law.
