A video has begun to circulate online, which allegedly shows a fragment of the incident that occurred on April 9 in the city of Ivano-Frankivsk, with the alleged beating of a conscript on Naberezhna Street during mobilization measures.
It is noted that during a joint patrol with police officers as part of planned measures to notify and clarify registration data, a man of conscription age, a citizen Oleksiy S., born in 1988, was stopped.
To the legal request to present military registration documents, the mentioned citizen reacted inadequately, began to physically resist, and subsequently inflicted bodily injury on a soldier - a bite in the leg area, which was damaged as a result of the latter's injury in the combat zone. After that, he tried to escape, and also resorted to aggressive actions against law enforcement officers,
It turned out that the man is a resident of the Kherson region, who came to Ivano-Frankivsk and did not register for military service at his actual place of residence. He also did not report a change of location and did not have any military registration documents with him.
The detainee was taken to the district TCC to undergo a military medical commission in accordance with the procedure.
"In this situation, the use of force by the serviceman was forced, justified and directly provided for by law, given the direct attack and infliction of bodily injury. Therefore, such actions are qualified not as a violation, but as necessary defense and a legitimate response to the threat.
The TCC stressed that in accordance with Article 22 of the Law of Ukraine "On the Statutes of the Armed Forces of Ukraine", servicemen have the right to use physical force and special means:
- to protect their life and health, as well as the health of other persons from attack, if it is impossible to defend themselves in other ways;
- to detain a person who is physically resisting or has committed actions that threaten the safety of a serviceman.
"Regarding the video and information component. The video that is circulating online is fragmented, taken out of context and does not reflect the full picture of events, the background of the conflict, as well as the nature of the threat that the citizen created with his actions. We call on media representatives to refrain from disseminating incomplete or emotionally colored information without official sources and verification of facts," the servicemen summarized.
We will remind
