Putin's comments during a visit to the northern port city of Murmansk came against the backdrop of US attempts to reach a settlement of the war by restoring ties with Russia and engaging with both Moscow and Kyiv in separate negotiations.
A representative of the National Security Council White House, answering a question about Putin's statements about the temporary administration, said that "the management system in Ukraine is determined by its constitution and the people of the country".
