According to Ukrainian intelligence sources, since about 11:00 a.m. local time, the Bank of Russia's resources have been either intermittently or not available to users at all. The financial institution itself acknowledges the fact of the cyberattack and notes that the intensity of the attack is increasing.
It is noted that the Central Bank of the Russian Federation (Bank of Russia) is the main first-tier bank, the main issuing and monetary institution of the Russian Federation, which develops and implements a unified state credit policy in cooperation with the government of Russia and is vested with special powers, in particular, the right to issue banknotes and regulate the activities of banks.
In addition, Russian users cannot use the online services of Zenit Bank and Gazprombank.
The situation is further complicated by the lack of stable Internet connection, as the largest telecommunications service providers in Russia are also subject to systematic cyberattacks. In particular, MTS is being attacked, and its users have been unable to fully use its services for three days.
According to sources in the Defence Intelligence of Ukraine, the operation against the financial institutions of the aggressor state continues.
