Russia is actively advertising and trying to attract foreign nationals to join its armed forces to fight in the war with Ukraine. A recently released English-language leaflet offers to join a "special" unit with the promise of a monthly salary of $2,200, a $2,000 bonus, a Russian passport, free medical care and education.

In 2023, online recruitment ads targeting citizens of neighboring countries such as Armenia and Kazakhstan actively appeared, offering a monthly salary of $1973 and signing a contract for $5,140. Throughout the year, Russia also attracted Central Asian migrants staying on its territory. Recently, there have been reports that migrants from India and Nepal have been recruited and sent to fight in Ukraine.

"It is likely that many of those who have been recruited are not professional soldiers but migrant workers and have been coerced into fighting under false pretenses or by offering financial incentives," writes British intelligence.
