The restoration of Ukrainian communities after the war is a complex but inspiring process that requires a comprehensive approach.
"Dobrobat and Co Reconstruction Summit" is a special event dedicated to reconstruction processes in Ukraine. It started its pilot launch in Chernihiv region on March 21.
Representatives of authorities, local self-government bodies, architects, economists and international experts shared their vision for the future of the region. The event was opened by representatives of local and state authorities: Olena Dmytrenko, Head of the Chernihiv Regional Council, Ivan Vashchenko, Deputy Head of the Chernihiv Regional Military Administration, Dmytro Bryzhynskyi, Head of the Mena City Military Administration, and Volodymyr Kreidenko, People's Deputy of Ukraine. The co-organizers of the summit were Dmytro Ivanov (Head of "Dobrobat") and Iryna Yarmolenko (Director of IRS). The event began with a minute of silence and welcome speeches.
Official opening: about the importance of joint efforts
The Head of the NGO "Dobrobat" Dmytro Ivanov emphasized that the restoration of destroyed cities is not only a matter of construction, but also the return of people to their homes:
"We must work together to revive our communities. This is not just a process of infrastructure restoration — it is the return of people, their trust, their future."
And Iryna Yarmolenko announced that working groups will be formed in various areas in the future, and summits will be held in different regions. The schedule of events will be published soon.
A special guest of the event was Nata Zhyzhchenko, the leader of the band ONUKA, who presented an initiative to restore cultural and musical centers.
Online speaker Norbert Neuhaus, former Vice-Mayor of the German city of Trier, shared his experience in rebuilding historic cities after the Second World War:
"When Trier was 40% destroyed, it became an opportunity to review urban planning decisions, adapt them to modern times. It is important to give yourself time for quality planning — for us, this process lasted more than 15 years."
Among his practical recommendations is the use of geoinformation systems to analyze safe zones for construction and the creation of affordable housing from environmentally friendly materials.
Planning and architectural solutions
Hryhorii Melnychuk, urbanist and acting dean of the Faculty of Architecture of the Kyiv Aviation Institute, noted that even in the most difficult times it is important to plan for the future:
"We live here and now, but we are in the future with our thoughts. It is the strategic approach that allows us to create quality solutions that will determine the appearance of our cities for decades to come."
Hanna Bondar, People's Deputy of Ukraine, spoke about the preparation of planning documents for restoration and presented a strategy for the restoration of architectural monuments:
"The national monument "Pokorschyna" is not just a historical building, it is part of the cultural code of the nation. The restoration of such sites makes it possible to preserve identity."
Architect and lecturer of Chernihiv Polytechnic Olha Havryk spoke about the concept of Chernihiv's restoration, in particular about proposals for the reconstruction of Shevchenko Street:
"We have prepared examples and recommendations for the construction, restoration and development of various parts of the urban environment. Similar documents are widely used in Finland, where urban planners create them to regulate the quality of construction."
Return of people and social initiatives
Anastasiia Dzhunkivska, a native of Chernihiv, a public figure, explained why she decided to build the future here:
"We can live anywhere in the world, but only here can we create the Ukraine we dream of."
Oleksandr Vozniuk, head of the "Human Rights Union of Disabled People", emphasized the importance of a barrier-free environment:
"Inclusiveness must be incorporated at the design stage. This is not only a matter of comfort — it is a matter of dignity and equal opportunities."
Experience of other cities and international practices
Christian Wittig, representative of Thought Group from Chile, emphasized that architecture and design can be instruments of hope:
"The House of Culture in Ivanivka and Yahidne, the Innovation Center in Chernihiv — we are developing them with the thought of the deep meanings of using this infrastructure."
Economic aspect of reconstruction
Anna Putsova, co-founder of savEDe, gave a presentation on "Restoring Educational Spaces" and encouraged communities to contact their project if they need to create new learning environments.
Mykola Sylenko, head of the community development office Boosters Consulting, emphasized:
"Recovery should become part of a long-term community development strategy. Otherwise, there is a risk of wasting resources without a clear purpose."
Conclusions: joint work for the future
The participants of the event came to a common opinion that the restoration of communities is not only a matter of infrastructure, but also a complex socio-economic process that requires an integrated approach.
The following areas of work were identified as important:
● strategic planning and quality urban planning,
● involvement of international experience and partners,
● inclusiveness in reconstruction,
● development of economic clusters,
● environmental solutions and constant interaction of communities.
As Norbert Neuhaus noted:
"Restoration should be an opportunity to create a better future."
Ukraine has every opportunity to create modern, comfortable and environmentally friendly cities. The main thing is to act together, using the experience, technologies and inspiration of those who have already gone this way.
