President of Ukraine Volodymyr Zelenskyy has called on British Prime Minister Keir Starmer to demonstrate his leadership on Ukraine's “long-range” capabilities. He said this during a speech to the British government.

In his address to the government, Zelenskiy said that “if restrictions on Western weapons are lifted,” it will help Kyiv strengthen its defense and secure its positions on the front line. He said that “it is possible to destroy” areas in Russia where weapons are concentrated.
Regarding long-range capabilities, Zelenskiy said that “we still do not have a major answer to this question,” and told the prime minister:
“I ask you to demonstrate your leadership” in this matter.

On July 10, the new British Prime Minister, Keir Starmer, said that it was up to Ukraine to decide how to use Storm Shadow missiles, confirming that it would continue the previous government's policy of using long-range weapons to strike military targets in Russia.
Later, The Telegraph reported that the UK government clarified that it did not give Ukraine permission to use Storm Shadows to strike Russian territory, as stated by Prime Minister Keir Starmer.
