The new orders are narrower than the previous document and focus, in particular, on combating so-called "birth tourism," when foreign women come to the United States to give birth to a child with the aim of obtaining U.S. citizenship for the child.

Since this executive order was signed, such birth tourism has been banned

The new orders may once again be challenged in court

In addition to combating "birth tourism," the documents restrict citizenship rights for children born in the United States to foreign government officials, as well as to individuals whom U.S. authorities classify as "foreign enemies."
