Even if changing the name of the city of Brovary to Brovari somehow formally falls under decommunization, it still requires a public discussion by the city's residents. This opinion was expressed by the People's Deputy of Ukraine Serhiy Yevtushok in a comment to UNN.
According to him, according to the current legislation, there is a clear procedure that stipulates that the position of the residents of the settlement that is being renamed should be taken into account.

"The law on decommunization clearly defines the procedure or algorithm for renaming. There is a priority stage, that is, the starting stage, with full discussion with people from the settlement in question.
Therefore, if we are talking about a city rather than a region, the first thing the law on decommunization requires is discussion. And discussion is precisely the position of local residents," Yevtushok said.

At an extraordinary session, members of the Brovary City Council almost unanimously approved an appeal to the Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk with a request not to submit a draft resolution to rename Brovary to Brovari.
This resolution was previously registered by a group of MPs led by Roman Lozynskyi, a representative of the Golos faction.
According to the mayor of Brovary, Ihor Sapozhko, there are three conclusions from scientific institutions of the National Academy of Sciences of Ukraine that the name "Brovary" is historical and should be preserved.
The residents of Brovary do not support the initiative of the Verkhovna Rada to change the name of their city to Brovari. This is evidenced by a survey conducted by journalists of UNN on the streets of the city.
