The Verkhovna Rada Committee on National Health has recommended the adoption of draft law No. 9103 on civil partnerships. The document proposes to introduce a registered partnership as a voluntary family union of two adults of the same or different sexes.

The Verkhovna Rada Committee on National Health, Medical Assistance and Medical Insurance has supported the draft law No. 9103 on civil partnerships. This was reported by one of the initiators of the bill, MP Dmytro Gurin, UNN reports.

Context

Draft Law No. 9103 was registered in the Parliament in March 2023. It proposes to introduce a registered partnership (also called a "civil partnership") as a voluntary family union of two adults of the same or different sexes. 

After registration, partners can acquire the status of close relatives, namely a family member of the first degree of kinship with respect to each other, regardless of whether they actually live together or run a household together.

The document is expected to help protect the rights of military personnel who cannot formalize their relationships because their partners are of the same sex. In cases of injury, disappearance or death, their families and they themselves do not have sufficient legal protection from the state, the document says.

Instead, the neutral institution of registered partnerships will allow to regulate the relationship between the state and partners as part of society, to secure their rights and obligations.

Recall

The Holy Synod of the Orthodox Church of Ukraine opposed Bill No. 9103 on the institution of "registered partnership" and called it unacceptable. The OCU emphasizes that the document threatens morality and will worsen the demographic situation.
