The Ministry of Health is introducing a new performance evaluation system: what will change from January 1, 2025

Starting January 1, 2025, a new system of assessment of daily functioning by expert teams (ETs) will be in place. The Ministry of Health explained how to pass the assessment in the new system, UNN writes.

First of all, you need to see your doctor so that he or she can assess your health condition, conduct the necessary examinations and, if necessary, make a referral for evaluation. The next step is to prepare the documents.

You will need:

passport,

RNOCP (if any),

military registration document (if any);

medical documents confirming the diagnosis and reflecting the current state of health, including documents on a previously established disability;

documents certifying the causes of the disability (if any);  other documents as required.

The form of assessment is chosen depending on your needs and condition, taking into account a number of criteria: in person, in absentia, remotely (using telemedicine) or by a visiting team.

The doctor also enters your data into the electronic system and helps you choose a facility for evaluation by an expert team, generates an electronic referral. The facility administrator checks the documents for quality, after which the system automatically determines the date and time of the assessment.

Then the members of the expert team review your case.

If a disability is established or confirmed, you receive decisions and recommendations that are part of an individual rehabilitation program. If necessary, the expert team may refer you for additional medical examination. This option is allowed only once, so as not to delay the decision-making process. 

The review by the expert team should take no more than 30 days. If the patient does not agree with the conclusions, the decision can be appealed through the attending physician or by filing a complaint directly with the Center for the Assessment of Functional Status of a Person.

Importantly, all documents (certificates, acts, conclusions, individual rehabilitation programs) issued by the MSEC before December 31, 2024, remain valid and are the basis for obtaining guarantees, benefits, payments, assistance, deferrals, etc. determined by law.
