The assistance of foreign partners plays a key role in ensuring energy efficiency and energy independence of Ukrainian communities, especially in the context of a full-scale war. This opinion was expressed in a commentary to UNN by housing and communal services expert Oleh Popenko.

According to him, many Ukrainian communities have been cooperating with international organizations for a long time, attracting funding for energy efficiency measures. This allows communities to modernize infrastructure, reduce energy costs and ensure stability even in difficult conditions.
“This work should be carried out continuously. Unfortunately, not all communities have been active in this area, but those who have been engaged in energy efficiency in advance are now benefiting significantly,” he emphasizes.
The assistance of international partners became especially important after the start of the full-scale Russian invasion, Popenko continued.
Thanks to the support of sister cities from Poland, Germany and other countries, we were able to obtain generators, gas piston units and spare parts for water utilities and heating companies.
“This allowed the communities to survive the most difficult periods of 2022-2023,” the expert emphasizes.
As an example, Popenko cited the experience of Khmelnytskyi, which started such projects in advance. In this city, back in 2008-2009, the local authorities initiated the installation of gas piston plants, which now ensure the stable operation of the municipal infrastructure.
“Working towards energy independence is not only about saving resources, but also about surviving in a crisis. Foreign assistance is an important incentive for the development of Ukrainian communities, and this cooperation should be further developed,” summarized Oleg Popenko.
He also urged local governments to engage international partners more actively and introduce modern technologies, as this is the key to the country's energy stability.

Another example of effective cooperation with international partners and the implementation of energy efficient technologies is the Brovary Territorial Community. In particular, the utility company Brovaryteplovodoenergia received a new generator with a capacity of 720 kW to ensure the operation of one of the city's key critical infrastructure facilities. Earlier, Brovaryteplovodoenergia received a 260 kW cogeneration unit from USAID. The equipment, which will be installed at one of the company's facilities, will be a step towards increasing the community's energy independence.
