Muscovites have started to receive electronic summonses. The summonses are sent by the Mos.ru website (the official website of the mayor of Moscow - ed.) for "clarification of military registration data" and summonses to the "Unified Recruitment Center". This is written by the Russian ASTRA referring to data human rights organization "Movement of Conscious Refusers", reports UNN.
It is likely that these summonses are being sent out en masse because the Moscow authorities are massively digitizing the personal files of conscripts and trying to update the data at the expense of the personal appearance of conscripts. We do not recommend visiting Moscow institutions related to conscription without an urgent need. Moscow is famous for mass illegal conscriptions, round-ups, and one-day conscription. Questions of data clarification can be solved without personal appearance by sending the necessary information by mail.

The "Conscious Refusers Movement" also emphasize that there is no legal basis for fines for failure to appear on such a summons, so there is no need to worry. They argue that the fine can be easily appealed.
And criminal proceedings for draft evasion cannot be initiated against a person who did not show up, since the summonses of the "Moscow model" are addressed "on the thinning of data".
